L’agent de police Red Markham sait bien à quel point la vie peut être moche depuis qu’un accident de voiture l’a privé de ses parents et l’a laissé défiguré. Son métier, qui l’amène à sillonner les rues de Carlisle, en Pennsylvanie, ne fait qu’ajouter à l’horreur, d’autant plus que le nombre des overdoses a dernièrement considérablement augmenté. Puis, un après-midi, il est appelé au centre de loisirs pour une noyade impliquant un enfant.
